        That does seem a little counter productive, however when water pools up on the cover it gets very heavy. This can put stress on the cover itself, as well as the metal rings of the pool, and can even get heavy enough to become impossible to remove! The holes act as drains so that you can still enjoy your pool after a big rain storm.

        Do I need to use a ground cloth?

        No, but a ground cloth under your above ground pool is highly recommended as an added defense against any sharp objects that may have been missed when clearing the area as well as a shield for the ground under the pool to prevent chemical burn.
